Arab owners of land near Ramallah have decided to accelerate their construction of buildings despite a military ordinance prohibiting such construction without special approval by the military governor. The decision to intensify Arab building in the area which touches the northern outskirts of Jerusalem was made at a special meeting of the landowners. The army says it has limited building in an area of 1000 dunams (250 acres) in order to have better supervision of this land. There has been growing criticism of illegal Arab building which is seen by some as an Arab plan to encircle the new Jewish neighborhoods of Jerusalem.
