Arab merchants in East Jerusalem called a general strike Thursday to protest what they claimed were excessive taxes levied on them by the Israeli authorities. But according to police reports, about 65 percent of the businesses shut down in the morning re-opened later in the day after merchants were warned that court orders would be issued against them.
