The East Jerusalem newspaper EI Kuds has called on West Bank and Gaza Strip residents to take an active part in deciding the future of those territories. Observers noted that this was the first time an Arab newspaper published in Israel has questioned the exclusive right of the PLO to settle the fate of Arabs residing in the occupied territories.
The paper, in its Sunday edition, urged the residents of the territories to voice their opinions concerning their own future. This is in line with President Carter’s Aswan formula endorsing “the right of the Palestinian people to participate in the determination of their future” after his meeting with President Anwar Sadat in Aswan last Jan. 4. It was rejected by the PLO because it was addressed to Palestinians in general, implying that the PLO was not their sole legitimate representative. Israel also expressed reservations over that formula.
