Black flags hung from the windows of numerous buildings here today as Arabs commemorated the 19th anniversary of the Balfour Declaration which promised Palestine as a national homeland for the Jews, the Havas News Agency reported.

A rumored Arab strike failed to materialize, but the Arab high committee made public a manifesto calling for revocation of the declaration.
