One of the top men of the Arab League, Dr. Fakoussa, has arrived here with an ostensibly innocuous diplomatic status, but in reality–according to local Arab circles–with the permanent assignment of keeping watch on German reparations deliveries to Israel and of advising the Arab Governments on means of balking future implementation of the German-Israel reparations pact.
Dr. Fakoussa, who headed the foreign press department of the Arab League, has been accredited here as an Egyptian diplomatic attache “for the promotion of German-Arab cultural relations.”
