Philip Auerbach, former head of the Bavarian Restitution Office who is being tried by a German court here, yesterday pleaded not guilty to charges of having illegally paid out some $714,000 in false claims to Jewish victims of the Nazis. However, he admitted that he had unlawfully assumed the title of “doctor.” The court is composed of three judges, all former members of the Nazi Party, and two laymen.
