General John Hilldring, former Assistant Secretary of State, said here tonight at the annual dinner of the Mizrachi Organization of America that the purpose of the recently-announced U.S.-British-French joint declaration on arms shipments to the Middle East is to prevent an “imbalance in military strength between Israel and the Arab League countries” and to “stop an arms race in the Middle East before it starts.”

Gen. Hilldring also predicted that Israel’s new proposal on Jerusalem–calling for internationalization of the city’s Holy Places–will be adopted in “due course” by the United Nations. He expressed the opinion that King Abdullah of Jordan will agree to the plan. Dr. Pinkhos Churgin, president of Mizrachi, told the 1,200 dinner guests that celebration of Israel’s second anniversary “should evoke in us a sense of responsibility and commitment to the future needs of our people and the Jewish state.”
