A bill to provide for the admission of 500,000 alien workers who possess skills needed in America was introduced in the House today by Rep. Jacob K. Javits, of New York. The workers would be brought in during the next five fiscal years with a priority for the surplus working force of those European nations co-operating in the European recovery and mutual security programs.
“This bill,” said Javits, “would help to re-open the doors of the United States to immigration based on skill and usefulness instead of the restrictive and discriminatory immigration policy based on the national origins quota system.”
