David Horowitz, director-general of the Israel Finance Ministry, arrived here today for economic talks with the British Government and with various private firms. He is expected to discuss with British officials the possibility of utilizing the Haifa oil refineries to their full capacity to produce refined oil for export.
London newspapers today reported that in view of the British withdrawal from the Abadan refineries in Iran, the staff of the Consolidated Refineries at Haifa has received urgent orders to prepare for increased production. The London Daily Telegraph said that a new cracking plant is being shipped to Haifa and that two British experts have arrived there to train additional workers.
