International News Service reported from London today that Great Britain was preparing shortly to approach the United States with a proposal to create a new Jewish territorial state in South Africa, guaranteed by the major powers, including the U.S. Prime Minister Neville Chamberlain, for reasons of vital diplomatic necessity as well as alleviation of Jewish sufferings, is getting ready to offer British territory in South Africa for the state, according to INS. Under the plan, Palestine would remain the Jewish national home, but along restricted lines, with its Jews maintaining autonomy in a federated state allied with Britain.
This report may have some connection with a proposal for settlement of a million Jewish refugees in Northern Rhodesia within ten years, advanced by Capt. Victor A. Cazalet. Member of Parliament and adherent of Chamberlain’s Conservative Party. Before sailing for home Saturday on the Normandie, he suggested at a luncheon that if his plan succeeded, Britain should maintain her mandate over Palestine and restrict Jewish immigration to the Holy Land to maintain a 40-60 Jewish-Arab population ratio. He added that his plan might be accepted by Poland, Hungary and Rumania, and perhaps also by Germany, so that Jews could emigrate with some of their property and legislative persecution would stop.
