In accordance with its announced policy of appointing trained administrators as town clerks of Palestinian municipalities, the government today appointed Julius Khouri as town clerk of Haifa.
Earlier reports stated that the government would appoint a Jewish town clerk for Haifa instead of appointing a Jew as vice-mayor. The mayor of the city is an Arab.
Since Khouri is appointed as a civil service official, he becomes the virtual administrator of the city, with full power limited only by his nominal superior, the mayor.
