Foreign Under-Secretary Anthony Royle said today that “Although the government has no normal locus standing” in the matter of the situation of Soviet Jewry, he had “discussed some aspects of the matter with the Soviet ambassador on Dec. 27, 1970, on the instructions of the Foreign Secretary.”
