Brokering an agreement between Israel and the Palestinians is proving to be “excruciatingly difficult,” said U.S. State Department spokesman James Rubin. At a briefing, he was unable to name one issue that had been settled after a week of meetings in Jerusalem and the self-rule areas involving the U.S. Middle East envoy, Dennis Ross, and Israeli and Palestinian officials.
