THE LEAGUE OF NATIONS MANDATES COMMISSION WILL DECLARE ITSELF INCOMPETENT TO EXPRESS AN OPINION ON THE BRITISH PROPOSAL TO PARTITION PALESTINE, IT WAS REPORTED TODAY IN LEAGUE CIRCLES. COLONIAL SECRETARY WILLIAM G. A. ORMSBY GORE, ACCOMPANIED BY JOHN HATHORN-HALL AND J.M. MARTIN ARRIVED HERE TONIGHT TO PRESENT THE SCHEME TO THE COMMISSION.

OTHER ARRIVALS INCLUDED DR. CHAIM WEIZMANN, WHO CONFERRED WITH ZIONIST DELEGATIONS AND RETURNED TO ZURICH; DR. STEPHEN S. WISE; AND TWO ARAB DELEGATIONS, ONE REPRESENTING THE ARAB SUPREME COMMITTEE, THE OTHER THE MORE MODERATE NASHASHIBI FACTION.
