Dr. Harold E. Campbell, superintendent of schools of New York City, will be the principal speaker at the first commencement exercises of the School for Jewish Teachers, which will be held tonight at the Community House of Temple Emanu-El, Fifth avenue and Sixty-fifth street. Nine graduates will receive their diplomas from Rabbi William B. Schwartz. Other speakers will include Rabbi William F. Rosenblum, Benjamin Veit and Rabbi Jacob B. Pollak,
