A third bill amending the Criminal Code was introduced in the House of Commons here today, providing that any person shall be “deemed to have seditious intention” if he “willfully promotes hatred or contempt against any group of persons or any person as a member of any group in Canada.”
The measure was presented by Marvin Gelber, of Toronto-York South, who stated in a memorandum to Parliament that the present Criminal Code fails to spell out seditious charges against those pinpointed in his amendment. There are two other Criminal Code amendments pending in the House now, both aimed against hate propaganda and incitements to hatred against any group.
