IN an address before the New York Organization of the American Legion, Captain Paxton Hibben urged the legionaires to view the immigration question with more tolerance. Captian Hibben dealt at length upon Jewish immigration and cited a number of instances in American history where Jews had come to the rescue of the nation when help was most needed.
