Edmund Duffy of the Baltimore Sun yesterday was awarded the Pulitzer Prize for the distinguished cartoon of 1939 for his cartoon “The Outstretched Hand,” which depicted Hitler standing in smoking ruins about a group of smaller figures, “Minorities,” and stretching to them a hand dripping with blood labelled “Peace Offer” while holding in the other hand crumpled papers entitled “Broken Promises.”
