Dr. Leon Kubowi (formerly Kubowitzky), world chairman of the World Jewish Congress, has been named Israel minister plan otentiary to Prague, it was announced today. Dr. Kubowi will succeed Shmuel Eliashiv, who has been named Israel Minister to Moscow.
