President John F. Kennedy today told a press conference that Chester Bowles, re-assigned from a high State Department post, would now devote his entire time to rendering advice on problems in the Middle East and other regions with which Mr. Bowles is familiar. Mr. Kennedy indicated that Mr. Bowles could serve a function vitally important to the United States.
