A protest from liberal factions followed the presentation of a cautious social service report to the House of Bishops of the Protestant Episcopal Church in the United States this afternoon. It was charged that the special committee making the report had been packed with conservatives.
Matters which had been turned over to the committee in strong resolutions, emerged with hardly more than non-committal mention, including the persecution of the Jews and the church attitude toward war and collective bargaining.
The Rt. Rev. Edmund M. Parsons of Los Angeles, Bishop of California and leader of the liberals, declared that “this report is a straddle throughout.” Others held that it was almost a repudiation of the pastoral issued a year ago by the House of Bishops calling for social and economic justice.
