Col. Morris Troper of New York has been awarded the Legion of Merit “for exceptionally meritorious conduct in the performance of outstanding services,” it was announced here today. He was European chairman of the Joint Distribution Committee from 1938 to 1942.
The citation to Col. Troper reads: “His cumulative accomplishments contributed, in great measure, to the successful development of the fiscal policies for the Army and War Department. Throughtout his tour of duty, Colonel Troper demonstrated unlimited resourcefulness in devising plans and programs to meet varying needs and his devotion to duty was in the finest tradition of the service.”
