Colombia this week-end became the twenty-seventh nation to sign the U.N. convention on genocide. The convention, outlawing the mass annihilation of national, religious and racial groups, will come into effect after it is ratified by at least 20 nations. To date the governments of three states–Ethiopia, Norway and Australia–have ratified the pact.
