Emergency arrangements have been made for dealing with refugees in England, the Joint Distribution Committee learned here tonight. An ad hoc committee has been set up in London comprising representatives of Jewish and non-Jewish relief bodies under the chairmanship of Sir Herbert Emerson. All decisions will be made not by the whole committee but by negotiations with the Government departments on behalf of the refugee organizations.

Under the signature of Otto Schiff, head of the Jewish refugee committee, a circular order has been issued in London to refugees advising them to undertake any form of service asked of them by the authorities.
