Because of the situation in Crimea, where the Jewish colonists must now pay for the first time a land tax averaging one hundred and fifty roubles to each family, the Comzet, government department for settling the Jews on the land, today applied to the Commissar of Finance for relief for the Jewish colonists from the land tax for another year, and also for the issuance of a law that will permit the Jewish settlers to start paying their land tax not from the fifth, but from the sixth year of settlement.
The Comzet also asks that if the crop is poor during these six years that the tax payment be postponed for a year later for each year of the crop failure.
