The alien population of the United States has declined to 4,280,056, the lowest in proportion to total population since 1820, when records were first kept, Earl G. Harrison, Commissioner of Immigration and Naturalization, said in a report submitted to Congress today.
Two years ago, when the alien registration program was inaugurated, the number was 4,921,452, the report showed. A decline of 718,635 is attributed to departure, naturalization and death, while 77,339 new registrations were reported up to the end of last year.
The report indicated that despite stories of a great influx of aliens during recent years, 70 percent arrived here more than 18 years ago, and 900,000 have been in this country since before 1906.
