Rep. Seymour Halpern, New York Republican, today introduced a resolution which, if adopted, would express the sentiment of the House for American ratification of the United Nations Convention on Genocide.
He pointed out that it was “bitterly ironic” that the United States has failed to ratify “the very treaty it worked so hard to initiate” at the UN. He noted that American action to ratify the Convention has been delayed since 1948.
Rep. Halpern said America has professed concern for human rights here and abroad but “it is high time we show that we mean what we say, and put this nation formally on record as opposed to the monstrous crime of genocide.”
