Congressmen to Call on Dulles Today; Will Plead for Arms to Israel

Members of Congress will call on Secretary of State John Foster Dulles tomorrow in connection with the State Department’s failure to act on Israel’s application for arms. Meanwhile, both Republican and Democratic Congressmen circulated statements this week-end urging the United States to provide Israel with arms for defense.

A special order of business is scheduled for Wednesday in the House of Representatives. About three hours of debate on the Middle Eastern situation is anticipated. A number of Congressmen have made known that they will question the Administration’s postponement of action on the Israel application in the face of Communist munitions shipments to Egypt.

State Department sources reported yesterday that official word has been received from U.S. military circles that Egypt has received 40 Russian-built jet propelled Ilyushin bombers. Some have been assigned to squadrons and are already flying.

Israel Ambassador Abba Eban will see George V. Allen, Assistant Secretary of State for Near Eastern Affairs, tomorrow. Reportedly, the purpose of the meeting is to pursue the Israel arms application.

Any possible Western measures to enforce Near Eastern peace would depend on coming tripartite discussions and would be complicated by U.S. Constitutional requirements controlling such military commitments, British Prime Minister Anthony Eden indicated here this week-end prior to his departure for Canada. He did not, however, confirm reports, that the U.S. Sixth Fleet and British Mediterranean forces might be used in the implementation of the 1950 Tripartite Declaration.
