The Jewish Telegraphic Agency is in a position to make known the following details of the plan and constitution of the Jewish Agency, as submitted by Dr. Weizmann, President of the World Zionist Organization to the Actions Committee meeting here.
The constitution of the Agency contains the unalterable basic law securing to the Zionist Organization, permanently, 50% of the representation in the Jewish Agency. This status is to remain unless the Zionist Organization itself proposes a change. The same principle and proportion of representation are to be applied to all organs which are created by the Agency. Only the Zionist Organization, the constitution states, will be empowered to recall or replace its representatives in the Agency.
The number of representatives to be allotted to the different countries will be made in the following key: England 2, representing the Economic Board; Germany 2; United States 30; Poland 10; including 3 from Galicia; Roumania 3; Palestine 2, representing the Vaad Leumi; Canada 2 and Russia none. The following countries are to have 1 each: France, Italy, Holland, Scandinavia, Belgum, Austria, Czecho-Slovakia, Hungary, Jugo-Slavia, Switzerland, Spain, Portugal, Latvia, Esthonia, Lithuania, Finland, Bulgaria, Turkey, Egypt, Tunis, Algiers, Greece, Mesopotamia, India, Norocco, Argentina, Brazil, Chili, Uruguay, South Africa and Australia.
The constitution further states that with every increase in the number of representatives in the Agency, a ccorresponding increase of the number of representatives of the Zionist Organization should be automatically made.
40% of the representation, namely 30 seats, are always to be reserved for the United States. The Agency will be in a position to constitute itself when 50 non-Zionists will be appointed, including representatives from the United States of America and Poland.
The Jewish Agency is to elect and executive committee which is to consist of fourteen or sixteen members. This executive committee will conduct the political business of the Agency, will promote the upbuilding of Jewish Palestine, and will directly conduct the colonization work.
The President of the Zionist Organization is to be the president of the executive committee of the Jewish Agency. He will conduct the political work of the Agency independently. He will be empowered to appoint a political committee and will have to report periodically to the general executive committee to whom he will be responsible.
The Jewish Agency will also appoint an economic council which will have its seat in Palestine. The economic council will conduct its work independently and will have to report to the general executive committee periodically, and will be responsible to it.
The question of where the headquarters of the executive committee of the Agency will be has not yet been decided.
The Keren Hayesod, according to the constitution, is to be the financial instrument of the Jewish Agency. The Jewish Agency is to appoint the Director ate of the Keren Hayesod, applying to it the same proportion of representation as to all the other organs of the Agency. The Keren Hayesod is also to have a corresponding representation in the Agency.
