“Unprecedented support” for constitutional guarantees and a steady decrease in interference with the rights of political, racial and religious minorities developed in the United States during 1938, the American Civil Liberties Union said today in its annual report. Support for constitutional guarantees, the report asserted, developed in the face of world wide attacks on democracy. Decrease in interference with the rights of minorities was accomplished despite “ominously increasing” propaganda.
Bitter anti-alien feeling, the report declared, has gained in strength “due to increasing fear of foreign propaganda, Nazi or Communist, stimulated by the Dies committee, and to the threatened influx of refugees competing with American workers.
