The World Jewish Congress today called on the Council of Foreign Ministers of the United States, Britain and France–now meeting here-to retain the restitution of Jewish property as a “reserved matter” in any revision of the occupation status. Provisions must be made, the W.J.C. stated to guarantee the restitution to surviving Jews and to Jewish organizations, constituting the claimants to heirless Jewish property, of the property lost by individual Jews and Jewish communities in the countries occupied by the Nazi government of Germany.
A document submitted to the secretariat of the Council of Foreign Ministers, under the signatures of Dr. Israel Goldstein, and Dr. Robert S. Marcus, chairman and director, respectively, of the Western Hemisphere Section of the W.J.C., requested that the Western Allies elicit from West Germany a solemn pledge to help carry the burden of rehabilitating, in countries of their choice, the Jewish masses who have been impoverished, made homeless and physically incapacitated as a direct result of the anti-Jewish extermination campaigns carried on by the war-time government of Germany.
