Cyrus Adler, acting chairman of the Council of the Jewish Agency, today authorized the Jewish Telegraphic Agency to deny the rumor that he would leave Basle and not preside at the sessions of the Council scheduled to begin here Tuesday evening in the event that the Zionist Congress adopts a resolution going on record as favoring a Jewish majority in Palestine.

In the meantime it became known that Dr. Chaim Weizmann will appear before a joint meeting of the Congress steering committee and political commission, the latter of which yesterday adopted a resolution in effect voicing no confidence in him. His appearance before the joint meeting will be in connection with the resolution which also favors a Jewish majority in Palestine.

As the result of open and secret conferences lasting until just before the plenary session opened tonight it appears likely that the text of the resolution will be changed before it is presented to the Congress so that the Laborites and the Weizmannists can support it.
