Jewish leaders, citing reports that the new Palestine commission would be empowered to modify proposals regarding Palestine to constitute the Jews a permanent minority, today telegraphed British Prime Minister Chamberlain declaring the Czechoslovakian Jews regarded such modification as a violation of the mandate and the Balfour declaration, and would disregard Jewish distress in European countries. The telegram was signed by Joseph Popper, president of the Union of Jewish Communities, and Rufeisen, president of the Czechoslovakian Zionist Organization.
