A note citing specific cases of discrimination against American citizens in Germany — most of them said to involve damage to property during the November excesses — was submitted to the German Foreign Office on Monday, it was disclosed today. The action was taken on the basis of the German note to the United States last month which rejected the American principle of non-discrimination among foreign nationals on the basis of race but agreed to examine and regulate individual cases involving treaty rights.
