Former Defense Minister Moshe Dayan has proposed that Israel announce it will pull its troops out of West Bank towns in a unilateral gesture aimed at an overall peace settlement with the Arabs. Dayan told Tel Aviv University students, however, that Israel must retain possession of the Jordan River valley and of the mountain ranges that transverse the West Bank from north to south. He said those areas were vital for radar and electronic early-warning devices. Meanwhile, Dayan said that while Israel holds on to positions considered essential to its security, it should limit its presence on the West Bank and remove all interference in the life of the local Arab populace.
