Decries Riots by Students in France

The Council of the medical faculty of Nancy, one of the largest medical student centers in France, today adopted unanimously a resolution expressing regret that hostile manifestations against foreign students continue to take place throughout the country.

“We see no reason why the foreign students should be deprived of the rights to be admitted to examinations for positions in French hospitals,” the resolution says.

Simultaneously, a bill signed by 156 senators was introduced in Parliament today, providing that foreign doctors and dentists be admitted to practice in France only after they complete the obligatory period of military service.

“Should a foreign doctor be over the age of military service, permission to practice his medical profession should be given to him only five years after he attains French citizenship,” the bill suggests.

Lively agitation against foreigners continues to gain ground in every French university, where the majority of French students demand that no foreign student be given naturalization. At a meeting of French students here today speakers pointed out that the campaign against alien students is not a question of dislike or of French “racialism.”

The great majority of French students welcome foreigners who come to study French culture, it was emphasized by some speakers, but “view with alarm the increasing number of foreign students who have no intention of returning to their homes but hope to live in France and earn their livings here. “Russian emigres, Spanish monarchists, German Jews, proscribed Italians, are filling the professions, while the French themselves cannot find openings. Hence our hostile attitude against foreign students,” the speakers explained.
