The Democratic National Committee’s rejoinder yesterday to President Nixon’s State of the World message made no reference to the Administration’s Mideast policy. Former ambassador W. Averell Harriman, chairman of the international affairs committee of the Democratic policy council, said the issue was “too sensitive” to discuss, although the President was scored on Vietnam and other controversial matters. Also omitted was comment on the Administration’s general policy of letting other countries handle their own defense. In his Feb. 18 message to Congress, President Nixon asserted that Washington “would maintain a careful watch on the balance of military forces” in the Middle East and “provide arms to friendly states as the need arises.”
