Despite budget cuts, another 3,000 apartments will be built in Jerusalem next year. Housing Minister Avraham Offer promised Mayor Teddy Kollek, Most of the new apartments will be built in new neighborhoods outside the center of the city. They will constitute a fourth of the new apartments to be built by the Ministry throughout the country. Ofer said he regarded the building of Jerusalem as a top priority. He placed the settlement of Galilees second on his priorities list.
