Efforts to create a Council for the Protection of Minority Rights were opposed by Dr. Heinrich Sliosberg, Russian Jewish leader, formerly of Petrograd.
At a meeting called by a group of Russian Jewish leaders, a plan was considered for the creation of a Council to protect minority rights. Following an extensive report read by Dr. Leo Motzkin on the situation of the Jewish minorities in Europe, Dr. Sliosberg protested against the plan, which he said was unnecessary. What is necessary, he stated, was to fight anti-Semitism.
A committee consisting of A. Dobry, M. Goldstein, A. Gourevitch, Myron Krainin and Isaac Naiditch was formed to carry out the plan.
