The possibility of the creation of a mixed-Jewish-Arab central financial institution for cooperatives loomed following a discussion between C. F. Strickland, a Colonial Office expert on cooperatives, and Harry Viteles, American manager of the Central Bank of Jewish Cooperatives which is controlled by the Palestine Economic Corporation.

At the conference between Messrs. Strickland and Viteles, which was held at Ataroth, a Jewish colony, there was also discussed a plan for the adaptation of the Jewish cooperative system for the purposes of the Arabs.
