The newly-independent African state of Djibouti, in one of its first acts, today applied to become the 22nd member of the Arab League. Meanwhile, the Organization of African Unity, meeting in Libreville, Gabon, accepted the country, one of Africa’s smallest, as the 49th member of the OAU. While only containing 9000 square miles, Djibouti has strategic importance because it commands the southwest side of the 20-mile wide Bab el Mandeb strait on the Red Sea route to the Suez Canal.
