Doubt that the National Origins provision, scheduled to become effective July 1, 1929, is workable, is expressed by Wilbur J. Carr, Asst. Secretary of State.
The Assistant Secretary’s position became known when the Senate Committee on Immigration made public the text of the Departments’ representations with respect to the National Origins plan, when the committee, in executive session, was considering the resolution to postpone operation of the National Origins plan for one year.
Wilbur J. Carr declared that the Secretaries of State, Commerce and Labor, to whom was assigned the duty of computing quotas under the National Origins provision, were doubtful as to the feasibility of the plan.
“I think they have all of them felt unconvinced that the formula in the law was a workable formula,” Mr. Carr said.
