After spending two months in the United States, Dr. James Bernstein, director of HIAS-ICA Emigration Association, sailed today on the American Export liner Excambion for Lisbon to supervise the work of helping Jewish refugee emigration into overseas countries.
While establishing his headquarters in Lisbon, Dr. Bernstein expects to visit unoccupied France, where the HIAS-ICA Emigration Association maintains an office in Marseille, which assists refugees to secure their emigration visas and aids them to reach Portugal en route to their countries of destination.
During his stay in New York, Dr. Bernstein submitted a report to the HIAS board of directors, on emigration problems in Europe, and also held several conferences with leaders of the Joint Distribution Committee.
