The formation of a federation of states in the Middle East, including Israel, would help to deal with the problem of the Arab refugees and other obstacles in the path of peace between Israel and the Arab states, Dr. Nahum Goldmann, president of the World Zionist Organization, declared here today.
Speaking at a luncheon tendered by the Foreign Press Association, Dr. Goldmann said that in his opinion the problem of peace in the Middle East could only be attacked and solved by such a federation. It could, with the assistance of the United Nations, take active steps to remove obstacles to a complete Arab-Israel understanding, Dr. Goldmann stated.
