Dr. Nahum Goldmann, president of the World Jewish Congress, wrote Thursday to several Western European government leaders, to President Tito of Yugoslavia, Rumanian Prime Minister Nicolae Ceaucescu, and to the general secretaries of the French and Italian Communist Parties asking them to intervene with the Soviet government for an amnesty for Soviet Jewish “Prisoners of Conscience” and for permission for them to go to Israel. In his message, Dr. Goldmann said it is customary in the Soviet Union to have an amnesty on the eve of the new year and the celebration Dec. 30 of the 50th anniversary of the establishment of the Soviet Republic.
