Dr. Shabtai Rosenne, legal adviser to the Israeli Foreign Ministry since the State was born in 1948, arrived here tonight from Jerusalem to take up the post of acting Israeli permanent representative to the United Nations. He will take the place for the time of Israel’s Ambassador here since 1960, Michael S. Comay, who will leave this weekend for a special mission to the Far East, after which he will give up his U. N. post and return to Jerusalem at his own request.
