Secretary of State John Foster Dulles is leaving tomorrow for London for another 18-nation conference which will open on Wednesday to discuss the implementation of his plan to form a Suez Canal users association which is to operate the waterway for the passage of ships of all nations including Israel.
Informed sources here indicated that Secretary Dulles is determined to see to it that Egypt should not have the unfettered right to manage traffic through the Suez Canal, so as not to discriminate against shipping as is the case now when ships flying the Israeli flag are barred from the canal, or when ships of other nations carrying cargo to and from Israel are not permitted passage by the Egyptian authorities.
