Leon Dultzin, Jewish Agency treasurer, commenting on reports that 100,000 Jews had applied for visas to leave the Soviet Union, said here yesterday there was a possibility of an increase in Jewish emigration from Russia following the withdrawal of Soviet advisors from Egypt. He also told a meeting of honorary officials of the British Zionist Federation that in 1971 Israel received 21,000 immigrants from the west but that he felt there could be a 10 percent drop in western aliya, mainly because of Israel’s housing shortage.
He warned that adequate funds and resources must be made available for the anticipated rise in aliya from the Soviet Union. He said the Jewish Agency adopted in February a minimum budget of $500 million a year for its programs. He added that since 1967, the Jewish Agency has had a 50 percent participation in Israeli social services, health and education, particularly in higher learning.
