Dr. Josef Luns, the Dutch Foreign Minister, said today in an interview with the Paris daily, Aurore, that Israel had not been responsible for the outbreak of the Arab-Israeli war last June. He said the Arab states must recognize the existence of Israel, and there must be a solution of the Palestinian refugee problem before peace can be assured in the Middle East.
