The Netherlands Government was reported today to be considering a request by the Government of Libya to place in its custody a teen-age Jordanian youth who threw a hand grenade into the Israeli Embassy here last September. The boy, Tapir El-Attar, was sentenced to three months in jail by a juvenile court. The state prosecutor has protested the sentence as too lenient and his appeal is pending. Libya said that if the youth is turned over, it would assume responsibility for him and provide him with an education in a Libyan school.
